ATI provides service over three carriers, all of which have a pair of billing platforms each with its own set of distinctions. You will need to be a long-distance carrier or own a telecom switch to be designated a carrier, for most cases, unless you are connecting via VoIP.
QWEST – Enterprise Platform
The Enterprise platform is the standard for most of our customers. All of our medium-to-large- sized business customers are placed on this platform. It is everything you expect from a long-distance carrier, including the ability to use toll-free numbers. All calls are rated based on your physical presence or Point of Interconnection (POI). For example, if your office is in Dallas, Texas, then any call you make inside Texas is rated as intrastate, and anything outside of Texas is rated Interstate. Being as it is on the QWEST network, there is still a concern over Short Duration Calls (SDC). Our specific policy on that is listed here.
QWEST – Carrier Platform
QWEST designed their Carrier platform for customers that are long-distance carriers and have more complex billing and transmission requirements. Calls on this platform are not rated by POI, but instead by a comparison of the phone number populated as the Origination ANI with the dialed number. Under this platform, if your office is in Dallas, but you populate a Florida origination ANI in the call stream, and dial to someone in Miami, the call will be rated as intrastate. If you place a toll-free number or false ANI in the origination ANI field of the overhead of the call, it will be flagged as being of Indeterminate Jurisdiction (IJ) and will be rated as Intrastate. This platform is also subject to the SDC Policy , and is further restricted by the fact that due to QWEST’s compliance with FCC rules, you cannot have toll-free numbers on this platform. You must either own your own telecom switch, or be a VoIP enabled end user in order to be granted access to this section of the QWEST network.

Global Crossing – Enterprise
This is the standard long-distance pricing platform used by small, medium, and large business customers, as well as the individual switched ANIs of residential customers. All varieties of 1+ and toll-free are available.
Global Crossing - Carrier
The Carrier platform has the same qualifications as QWEST does in the fact that any service connected to it must terminate at a telecom switch at the end user’s location. This requirement restricts its access to only other long-distance carriers who may also need its other option, the ability to clear your own Payphone Surcharges directly with the Payphone Service Providers (PSPs).
